Ram says, “The dilemma among the victims was whether they should work with the commissions in making the process victim-friendly or whether to pressure the government to make the system and policies victim-friendly. The commissions neither became adequately victim-friendly nor has there been joint pressure on the government to make the policies victim-friendly.”
